Outlook start/end times for calendar events

I want to be able to set a start time on a quarter hour but do not
necessarily want the end time to default to a quarter hour. Is there a way
to change Outlook's default times to be in quarter hours instead of half hour
increments? If you set the start time at 9:15, Outlook automatically changes
the drop down box with end times to every 30 minutes, but on the quarter hour
instead of on the half hour. Why does Outlook assume that any event that
starts on the quarter hour would also end on the quarter hour?

Simply change it using natural language to the time you want. Type in 230p
and tab out - the time will correctly display. Also, do you have your
calendar set to show 60 minute intervals? If you change it, the default
time for appointments will change as well. Right click the time display in
the one day calendar and select your preferred interval. However, the
natural language option is my preferred method since my meetings are from 30
minutes to 2 1/2 hours normally.
