Outlook Spam Blocker/Filter

New spam filter has grabbed some legitimate emails before I could see them. I
re-set the filter to low & removed checkmark to permanently delete them but
it
hasn't helped. Are they retrievable? If not, what else can I do to prevent
wanted emails from being snagged?

If you were permanently deleting them via Junk then it is very difficult to
retrieve them.

Use the Junk Mail folder.
When a safe message is in the Junk Mail folder select it and select "Not
Junk". They should be trusted after that. I'd go back to high on your Junk
settings and watch your Junk folder for awhile.
