Outlook Send recieve problems freezing

My boss has been having problems with Outlook 2003 freezing on him. It
mainly happens when the computer is running the auto send/recieve process and
has incoming mail. He has 4 different email accounts being checked by
outlook. I had checked the PST file and noticed it was over 600 MB so we did
some work making it smaller and got it down to 185 MB. Now there are 2
archive folder files and one personal folder file. Outlook acted alright for
a little while but is now doing its freezing all over again. It always
freezes when outlook puts the little mail icon in the tray stating that there
is new mail. This is not something that has always happened it is something
that just started a month or so ago. All was fine until then. If anyone can
help me with my problem I would appreciate it very much. Thanks in advance.

1. Increase your send/receive interval to no less than 10 minutes.
2. Run detect and repair.

The Detect/Repair process didn't fix the problem. Outlook still stalling
during send recieve. Trying to defrag the Hard Drive but I am doubtful it
will work. Please help with this.
