Outlook pst file

I've searched the files for this question and found a few answers. I need to
back up my personal file and restore it to another computer.

I've downloaded the backup file that was suggested and now i can't seem to
get this file loaded onto my new outlook.

I would like for it to be a mirror of what i had. any suggestions?

I would suggest simply making a copy of your Outlook data file using Windows
Explorer. It is no more difficult than that and there are no backup tools
necessary.
I wonder how you searched for answers. Few questions are answered more
frequently than this one.

You downloaded the MS Backup addin, then you ran it (with outlook closed),
then within outlook checked under File, for Backup?
Not that you need the backup tool to transfer your data
