outlook.ost covert to a pst file?

Some how one of my computers started deleting a bunch of my mail...

I have this laptop with a cached copy of my mail. Is there a way to use the
outlook.ost file like a pst file on the other computer?

Open Outlook on your laptop and use Export to export it to a pst-file.

I also have problem about my outlook and I use scanpst.exe application to repair my PST file and it really works. You should also have a back-up file too in case of emergency.
