Outlook Junk filter / blocked sender's list

I am using Outlook 2003 w/ business contact manager
installed. I have set the junk filter to the "High"
level. I also have many addresses and domains in my
blocked sender's list. However, not one email has been
caught by my junk filter (junk or not), and I still
recieve emails from the addresses that are in my blocked
list. I have tried technet, as well as searching the
knowledge database with no luck. I read somewhere that
the problem may be because I have a blocked address also
listed in the safe addresses (which takes delivery
preference), but that is not the case since I have no
addresses listed in the safe list.
Any info or thoughts would be greatly appreciated.

Upon further reading of other messages on this board & a
little testing of my own, it appears that when <u>ANY</u>
rules are defined in the rules wizard, the JUNK EMIAL
FILTER as well as the BLOCKED SENDER'S LIST are completly
ignored (rendered useless). In my opinion this is a
<b>MAJOR FLAW</b> with Outlook. This FLAW needs to be
addressed and FIXED IMMEDIATELY by Microsoft. Please help
me to send them hundreds of emails regarding this PROGRAM
FLAW until it is fixed!

PS -> I am still trying to find a work-around for this
problem in the meantime and will post if one is found.

Hi BT,
You have a fundamental configuration problem. All my clients use the
junk mail filter and it works great. Set up a test where you can mail
to yourself. Add a test address you can put in the blocked sender list
and send yourself some mail. The only requirements I know of are:

You must be using Exchange Server 2003.
You must be in cached exchange mode.

Other than that I can't think of anything that would keep the filter
from working. The fact that you are able to add to the good/bad lists
tell me that it must be configured correctly, but something very basic
has to be wrong.
