Outlook inop for 1 user

Dell dimension 8300 windows xp home edition with office
P4 2.6Ghz 512mb. I have been using two separate user
logins. One is working and the other will only let
outlook start in safe mode. I get the following error.

CiceroUIWndFrame: OUTLOryOK.EXE - Entry Point Not Found

X The procedure entry poiint GetIUMS could not be
located in the dynamic link library MSDART.DLL.

After pressing ok about 4 times it opens in safe mode. I
have tried reinstalling windows xp. I have tried to
detect and repair outlook. I don't know what else to
do. Any help would be appreciated

Download and install the latest version of MDAC from Microsoft and try again
