Outlook forms are blank

I am having an interesting problem at work regarding Outlook forms. If
someone were to make an outlook form and send it out, if they have Outlook
2003 chances are when they click on the OFT file, it will just come up blank.
This seems to only happen with Outlook 2003 (so far no PCs with Outlook 2000
or 2002 are having this problem) and it doesn't happen on every PC with 2003.
I tested this on several PCs. And I can't find any common denominator.
Some have all of the updates and some have none. I am not to familiar with
Outlook forms but even with sample forms are not opening. If anyone can help
me with this I would greatly appreciate it.

Outlook 2003 SP2 users will need to use the Tools | Forms | Choose Form command to run such an .oft file. The article at http://support.microsoft.com/?id=907985 details this design change, which was made for security reasons.
