outlook express

i bought this laptop from a guy by way of amazon. i have
set up my outlook express account. it asks me my
password, i.e. interacts w/ me. however, it will not
send my email. whenever i try to send an email i receive
this message: the message could not be sent. you do
not have any accounts configured for sending email.
please verify your account configuration.

i searched your site for other oe ?'s. my account is
setup: tools>options>send>all boxes chkd, mail sending
format-html, news sending format-plain text.

i've never been exposed to oe before now and i am feeling
my ignorance. any help would be appreciated.
