Outlook Express not loading

When I try to launch OE I get the following error
messages.

".....Unable to Create the Internet Account Manager."
and "...MSOE.DLL could not be initialized."

My attempts to run ie6setup have failed. I get a message
that there is a newer version of IE on this system. How
can I fix this?
