outlook express not allowing me to switch identities

i had to do a system reinstall the other day and after
setting up my Outlook Express identities again my email
client resurrected an old problem - one i had and solved
when my got my computer 3 years ago.

When switching identities OE shuts down. I've downloaded
the cumulative patch and separately followed directions
about deselecting "Use this identity when starting a
program". despite these two efforts i still have the
problem.

any ideas? thx.
