Outlook Express fails to Load

Ever since I switched to XP Professional, I've been
unable to open Outlook Express, getting a message
that "MSOE.DLL Could Not Be Initialized. Outlook Express
may not be installed correctly." I've tried re-installing
IE6, but everytime it detects a newer version do to the
updates. I am consequently about to set myself on fire.
Please help.
