Outlook Express Error message 0x800C012E,5

When I attempt to open OE, I get the following two messages:

1. OE could not be started. The application was unable to open the OE
Express message center. Your computer may be out of memory or your disk is
full. Contact Microsoft support for further assistance. (0x800C012E,5)

2. OE could not be started because MSOE.DLL could not be initialized. OE may
not be installed correctly.

I am running XP SP2 and OE 6.

It was working fine until I created a user account on my computer for my
son, was not satisfied with it, and deleted it.

Then my troubles started.

I also lost Windows Messenger and another communication program.
I re-installed the comm program, it works fine.
I re-installed WM. Still having a sign-in problem, but am working with
Microsoft to resolve it.

I have checked the MS knowledge base, but this specific error (0x800C012E,5)
is not listed.

So, is there anyone who can assist?

This is quite like some trouble i am having.
I have several users, in addition to my main account -- lets say user1
user2 and admin.
All were "computer administrator" accounts.
I have OE configured for each user so that each account's mail store
and address book live in a different place than usual -- e.g.
c:\mail\user1,
c:\mail\user2, etc.

This all works fine.

Until one day I am advised that whereever possible, accounts should be
"limited" for security purposes; so I dutifully changed user1, user2,
etc. to limited accounts.

Now, user1, user2, etc. get the above-mentioned OE error, and OE will
not start. the admin account remains fine.
If i switch user account back to computer administrator account type
everything returns to normal.
The data files (the wab and dbx files) are not write protected.

Thanks,
those suggestions do indeed "fix" my problem -- in the sense that if i
move the store folder to somewhere like, say, \Documents and
Settings\user1\anywhere, OE will then work (it will start just fine).

But the underlying problem is I don't want the user's datafiles strewn
around the harddrive, i want all my users data organized under one
directory. That makes my backup literally a zip :)

That problem *seems* to be an NTFS permissions thing, and definitely
related to the user having admin privileges vs. limited account --
because when i move the store folder to a FAT32 drive everything works.
(but i was trying to get away from using FAT32 drives.

I am using XP Pro, but using default-style (i think they call it
"simple") permissions.

similar problem

Lets kick it up a notch!

I am having this problem on a computer, So i decided to create a new xp user.
In the new user, right after it was just created (so i know hkcu registry entries are prestine) i double click on outlook express and get this error message.

Outlook Express could not be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk is full. Contact Microsoft support for further assistance.

i click on ok then get this error message

Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly.

Now this is a new user that has never ever opened oe before, so there is no store file yet created in the c:\documents and settings\<user>\local settings\application data\identities.

infact the identities folder is not even present.

I have done a sfc /scannow as well, that went through with no problems.

any advice?
