Outlook Express could not be started...

Hello,
Never had that issue in W2k or other XP SP2 machines but now i have.

When i try to launch Outlook Express from start menu or from its own
folder, i get "Outlook express could not be started, you computer may
be out of memory....like that. Then second message : Because msoe.dll
could not be initilazed.

Why?

I've tried searching dbx files with no result. Which walkthrough
should i apply?

If this group isn't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups).
