Outlook Express- cannot open attachments, please help!

I apologize, this is my first use of newsgroup and I am
probably in the wrong location. My problem is with
Outlook Express, I do have Windows XP, I am not able to
open any attachments sent to me. The message says OE has
blocked unsafe attachment...... I have looked and looked
to try and find somewhere to unblock, change setting etc.
without success. I would really appreciate anyones
help. And again, I apologize if I am in the wrong
newsgroup.

If you are sure that the attachment is safe to download or open, use the following method:

Turn off the Do not allow attachments to be saved or opened that could potentially be a virus option:

Start Outlook Express.
On the Tools menu, click Options.
Click the Security tab, click to clear the Do not allow attachments to be saved or opened that could potentially be a virus check box under Virus Protection, and then click OK.

In outlook express - tools, options, security tab, uncheck: do not allow
attachments..........
