If you didn't export the rules, not unless you used a different computer -
when you log into the mail box, the other copy of outlook will ask if you
want to keep the client side rules.

So the only way I can recover is to import an export (I don't have) or if I
connect to the PC that they were created on, it should ask me if I want to
send the workstation rules back to the server?

Not necessarily the pc they were created on - if it's the one you used the
clean switch on, they're gone.

When you open your mailbox using different computers with different sets of
rules, outlook will ask which set to keep each time, until you keep the
server rules and replace the client ones.
