outlook.exe causes cpu usage to hover around 50%

Outlook 2000 sp3 configured in Internet mode, so no exchange server used.
After about 10 seconds of outlook starting the outlook.exe process starts to
utilise around 50% of the cpu usage... the % does go up and down a bit.
I have turned off the recieving of mail at startup and the checking of mail
every x mins option. I have disabled anti virus etc and microsofts anti
spyware... still the same
anyone any ideas ???

Is there a lot of hard drive activity during this period? Could be Outlook
compacting its data store (PST file) in the background.
