Outlook E-mail Outbox missing from 'My Shortcuts'

After upgrading hard drive, I had to reinstall outlook. For unknown reasons
the outbox icon does not now show up im My Shortcuts, so I have no access to
it.

On occassion when I try to send a message, it ends up in the outbox. The
only way I know about this is from a message when closing outlook. Since I
cannot access the outbox, I cannot send the message. I have lost some
important messages due to this situation.

I am clueless, does anyone know how to solve this problem?
