Outlook Back up and sync issue

I have been using outlook with windows 2000 for a while.
I got the outlook back up program to save a copy of my emails and my
addresses.
I decided to format my hard drive and clean it up

I had MS windows ME in the past but I decided to keep it at windows 98 and
not use my ME upgrade CD

I reinstalled windows 98 and MS office standard 2000
I updated both programs and got all critical updates etc

Now when i went to inport the Back up pst file I saved
It won't take it
Says it is locked or such and can not open it in my reinstalled outlook
Also my pocket pc won't sync withoutlook now and before it was a breeze

I get an outlook error message when trying to syn my pocket pc

Any ideas about these issues

I really want to save my emials and be able to sync an use outlook

I am scared now for next time

If you backed up your .pst file to CD, it has acquired a 'read only'
attribute. You have to copy the .pst file back onto your hard drive &
then remove the 'read only' attribute in order to access the .pst
file.
