Outlook Auto Download Issue?

Outlook 2003: My email keeps defaulting to auto send and receive when "offline". When you go to Tools - Options - Mail Setup, then Send/Receive, the Send/Receive button is will do nothing, won't take you to the next page to allow deselecting the "send/receive automatically when offline". I reboot the computer and initially I can get to the Send/Receive options and deselect "send/receive automatically when offline". Then at some time throughout the day it reverts to downloading when offline and the send/receive button will not allow access to the menu.

Any ideas? This started 1 week ago. How do I fix it?
