outlook and talktalk

I am having major problems with my Outlook e-mail. I have been on TALKTALK
for some time now but on saturday (14/4/7) they had a major outtage following
which I cannot receive any mails. I have not changed any of my details but
their server keeps bouncing my login attempts and I am repeatedly prompted
to enter my username and password until Outlook gives up.
Send works fine.
Talktalk support tell me its a 'Microsoft problem'!

At this stage I think I would create a new profile and set up the account
with a new data file, then test the account

To add I just read an article that suggested the following (re TalkTalk)
1) ensure any modem firmware is updated
2) Amend the modem MTU to 1400. An easy way to change it being via the DrTCP
utility available from www.dslreports.com/drtcp
