Outlook 2k blocks access to attached a good file against my will

I use Outlook 2000 + SP3.

Someone I know sent me a legitimate file. Outlook decided not to allow me to
see the file, giving me the following information message with the opened
email:

"Outlook blocked access to the following potentially unsafe attachment:
102.URL."

I can't find an option were I can tell Outlook not to block such file or
other files.

Is it conceivable that Outlook over ruled my use?

I am having the same problem. Have you found a solution.
I tried going to tools/options/security and deselect the
option thre to block suspect attachments but the choice is
grayed out.
