Outlook 2007

When I try to open Outlook 2007 I get a message saying: Cannot start
microsoft office outlook. Cannot open the window. The set of folders cannot
be opened. The file C:\documents and Settings\otis\local settings\application
data\microsoft\outlook\outlook.pst is not a personal folder file. My
operation system is Windows XP Professional. If you can be of any assistance,
please email me ASAP!

Is this a first time isnatllation or did it work before and now doesn't? If
the latter, what did you change on your PC just before it stopped working?
