Outlook 2007, problem with data file

I have a problem with outlook 2007 for 1 of 3 users on a PC. The other
outlook profiles / accounts are working fine but on one I am receiving the
message
"Outlook cannot start because a data file to send and receive mail cannot be
found. To add a data file, such as a personal folder file, double-click the
Mail icon on Windows Control Panel." I have done all this and can even see
the data files as I log into Outlook but I cannot send and receive. So far i
have tried
1. Removing the e-mail account and adding as new, that has not worked,
despite a message stating that "Your POP3 e-mail account is successfully
configured.
2. Removing the data files, and then re-linking but one of them returns the
message "You cannot dlete this Outlook data file. Configuration infomration
in the file is being copied to your new default file. You can delete the file
after this information is copied.
Help please.

All of this because i am trying to resolve a problem that also appears on
this acocunt only on Contacts Properties > Outlook Address book, where the
show this folder as an e-mail Address Book is both unticked and greyed out,
it is ticked and greyed out on the 2 working accounts.

Having read further discussion on this I have removed the existing profile
from the offending account and added a new profile. This has resolved the
data file issue and also has now ticked the box on Contacts Properties >
Outlook Address book > "show this folder as an e-mail Address Book". However
this remains greyed out.

I have also had to copy contacts etc across to the newly created pst file
from the old one.
It is now working so I will leave it alone!

However as I used the Vista supplied software to migrate files and settings
from a PC running Office 2003 under XP SP2 to a PC running Office 2007 under
Vista I would not have expected to have these problems.

You should never use Vista's transfer function with Outlook. It has been
well documented here many times that it does not work. It will create a
corrupt profile to which you cannot add the address book service, which you
have managed to prove yet again.
