Besides putting in the startup folder is there another way to get outlook
2003 to start when windows XP Pro does?

You can add it to the Run key in the registry.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run for the
current user or
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run for all
accounts.
