Outlook 2003 Wont Save Shortcuts

When I create Shortcuts in Outlook 2003, they stay when I close and open
Outlook, but if I shut down and restart, the shortcuts no longer reappear,
its just a blank slate.

Something that has tripped me up in the past is the fact that my name has an
ñ in it, and therefore my settings are in a folder that has that ñ in it and
perhaps outlook cannot find the shortcuts in there?

Try resetting your Navigation Pane by;
Start-> Run; outlook.exe /resetnavpane
