Outlook 2003 won't open

Obtain "The operation failed" message when trying to re-open Outlook 2003
after sending email via ACT 2009. Requires restarting computer to re-open

Do you wait until Outlook closes completely before trying to open it again. By
closing from the desktop does not mean it is completely closed.
