OutLook 2003 Will Not Open

I receive the following message when attempying to open outlook 2003

"Cannot start Microsoft Office Outlook. unable to open utlook window. The
set of folders could not be opened. The server is not available. Contact your
administrator if this problem persist."

I have tried repair program, as well as a complete uninstall/reinstall. I
even created a new profile.

Is your default set of folders supposed to be:

1) A .PST file
2) A Microsoft Exchange server

If a .PST file, is said file on your local hard drive a mapped network
drive?

I have the same problem - and it started after a power outage. Any ideas?
