Outlook 2003 stuck in offline mode?

We are not using exchange, we use pop and I have a user who's outlook is stuck in offline mode. Because outlook is set to pop there is no selection that I'm aware of to force it to work into online mode.

How can I fix this?

In OL2002, look under the File menu and uncheck the "Work Offline" item.
