Outlook 2003 Start up problem

I'm reconfiguring a computer with Outlook Student Teacher 2003 version.
Each time I try to start up outlook to change the email account i get a pop
up message "The connection to the Microsoft Exchange Server is unavailable.
Outlook must be online or connected to complete this action". I click OK and
the Microsoft Exchange Server Pop up comes up and looking for the MS Exchange
Server and Mailbox. I'm trying to change this to a POP3 mailbox. I have
tried everything to change this including Uninstalling and Re-installing MS
Office and it keeps coming back.
HELP please............

Use the Mail applet in Control Panel to remove the exchange account &
configure a pop account
PS Uninstall/reinstall of Outlook rarely helps as it uses the same
incorrectly configured Profile
