outlook 2003 Send/Receive disappears

Friend called me about this and I had never seen it before - any
comments ?
Open Outlook 2003 you see the SEND/RECEIVE button on the toolbar and
then after 5-10 seconds it disappears from the standard toolbar.
I walked him thru right-click on toolbar - customize and Tools - but
Send/Receive not there. He said that PC had no changes when this
started happening. He had tried Outlook - REPAIR prior to calling me.
He did have Zonealarm Pro on there until last week and then he installed
Norton Internet Security, but he said this was an issue before those
changes. He's going to reinstall Outlook (in a few days as it's his
office admin's PC) and call me when/if still an issue. Anyone seen this
before - ideas on how to correct it ?

He does have DSL and as I have never used DSL I was wondering ...
doesn't DSL make/close the connection as data is being transferred ?
Might it be the send/receive appears/then goes away as the mail check
ends... just throwing that info in case it does matter.

Has your friend tried renaming outcmd.dat to .old (with Outlook closed) and then opening Outlook again?

Here's his reply.
" Uninstalled outlook 2003 - that didn’t do it. However, I noticed at
the log on, it said three unread emails. So I removed outlook express
that was also on the machine. Now it works fine andI re-installed
outlook 2003. The send and receive button is back"
<< my comment: I don't know where "it's telling him 3 emails" >>

Seems like his default client got changed to OE, so when he click
Outlook, Outlook opened, then handed email duty back to OE.

My neighbor had similiar issue and I just returned . He had a logon
greeting too - 28 new emails. This message is from the "new family logon
window" that shows the users of the pc and you click one. ( I have
old-style box with name/password prompt). To reset it I went into IE -
checked his default email client - it was OE. Opened OE, he had 28
spams - deleted them and all set now. No more logon message about
emails. Normally he doesn't use OE, he uses Juno - which he fetches from
www.juno.com - not email client - but when the pc first got DSL they set
up an email account at his ISP. ( He never uses it - but someone got
that emailname)

SO I wrote my first friend ( the first one above) that his default must
have changed to OE, he got 3 emails, then HE reinstalled Outllok,
changing default back to Outlook and OE never "recognized" those emails
as read. Had him open OE, "MARK AS READ" and close - all set now.
