Outlook 2003 - Safe Senders - Not working Properly

Outlook 2003 - SP3 - All the latest updates applied. The safe senders list
contains a domain name in the format @somedomain.com. But occasionally
messages are still moved to the junk email folder. Is this a known bug?

Are there any other filters in place (perhaps at server level?) or a
conflicting configuration when compared with the Blocked list?
