Outlook 2003 Safe Mode

My Outlook 2003 has begun to act up. It starts in Safe Mode okay, but when
launching normally I get the error "Outlook failed to start correctly last
time. Starting in safe mode will help you to correct or isolate a startup
problem in order to correctly start the program. Some functionality may be
disabled in this mode. Do you want to start Outlook in safe mode?"

If I say NO the program opens fine and works fine. If I close and re-open,
I do not get the error. If I close again and re-open, I get the error. This
happens every other time I open the program.

I've tried several things, from renaming the outcmd.dat file to detecting
and repairing, to checking for disabled items (there are none), to
reinstalling, to uninstalling and reinstalling. Nothing so far has worked.
There is no corrolating error in the event logs other than a 2000 or 2001
notice if Safe Mode was Rejected or Accepted.

Any suggestions would be very welcomed.

There were a few items listed in the Add-In Manager. I uninstalled them and
also removed all the files that were located in the AddIns folder under the
MSOffice installation folder in Program Files. I have no items listed in the
COM Add-Ins area.

This did not resolve the situation. I still get a Safe Mode prompt every
other time I open Outlook.

And now you'll have to do a repair on your Office installation...

The repair just finished. Ooutlook opened and configured the first time, and
after closing and re-opening, the problem continues. Every other time I open
it, it prompts for Safe Mode. :(

I have the exact same problem on my W2K terminal Server with Outlook 2003.
Nothing has worked. Has there been anymore progress on this issue?
