Outlook 2003 Pro SP1 will not accept changed Hotmail password

I have recently changed the password to my Hotmail account, first in Hotmail
and then in Outlook 2003 Pro SP1 (not, repeat not, Outlook Express). Despite
changing the account password in Outlook, despite deleting and re-adding the
e-mail account to Outlook, despite creating a whole new Outlook profile, I
cannot access my Hotmail account via Outlook. I can easily connect vie IE 6.0
at www.hotmail.com, but not via Outlook, despite all of the actions taken to
date. A window pops up in an infinite loop requiring my user name and
password, never connecting and never ceasing to demand the password. Please
help. There must be some file or some data store that is not getting updated
and I am frustrated enough with this situation to seek other alternatives to
Microsoft. For Pete's sake, if two Microsoft products i.e., Hotmail and
Outlook won't work together what good is anything carrying the Micrsoft brand?

I was on the telephone with MS technical support for 2.5 hours last week and
their solutions included the same advice regarding the registry, none of
which worked. Outlook has retained the password because I changed the length
of the password and the correct number of "bullets" show up in the password
window when it opens in the infinite loop I mentioned earlier. Even if I
enter the password by hand, it still won't connect to my MS Hotmail account.
However, if I wait 5-10 minutes and then click on the account "inbox" in the
tree shown in the lower left-hand window of Outlook, I get the same
connection problem for several minutes which somehow then "magically"
connects to the Hotmail account. Thank you for your help, but do you have any
other suggestions?

This is a paid hotmail account? If not, it could be because HTTP access has
