Outlook 2003 not display HTML correctly

We created an email using MS Publisher 2003 and had it send the email to our
internal Exchange 2003 server users. Some of our internal PC's using Outlook
2003 display the message correctly and others display it as text. It doesn't
even look like HTML. If they click Forward, the message displays correctly in
HTML.
I when to one of the PC's and made sure the user was added to the SPAM
approved filter list but that didn't help.
Any ideas?

It sounds like some users just don't have their clients set to display emails
in HTML format, so they will just show as plain text emails.

Also do you have any mail scanning software that could be stripping the HTML
formatting out of the messages?

All email is displayed as HTML and there is no scanning software that is
stripping the HTML because if you Forward the message it shows the HTML
correctly.
