Outlook 2003 junk e-mail not working

We have Exchange Server 2003 with Outlook 2003 clients.

When I do a TOOLS ~ OPTIONS ~ JUNK E-MAIL a warning message says that junk
e-mail options won't work unless I go into cached Exchange mode (rather than
on-line mode). This seems to defy Microsoft's article at
http://office.microsoft.com/en-ca/assistance/HA011402621033.aspx which says
that:

"If users use Cached Exchange Mode or download to a Personal Folders file
(PST file): The Junk E-mail Filter lists that are available from any
computer are also used by the server to evaluate mail. This means that if a
sender is on a user's Blocked Senders list, mail is moved to the Junk E-mail
folder on the server and is not evaluated by Outlook 2003. In addition,
Outlook 2003 uses the Microsoft Research technology to evaluate e-mail
messages.If users work online: The Junk E-mail Filter lists that are
available from any computer are also used by the server to evaluate mail.
This means that if a sender is on a user's Blocked Senders list, mail is
moved to the Junk E-mail folder on the server and is not evaluated by
Outlook 2003."

Secondly, whenever I add someone from the internet onto my Blocked Senders
list they come through to my Inbox (not my Junk E-Mail folder), and this
happens regardless of whether I turn cached Echange mode on or off.

Can anyone explain this?

I have reviewed the web link you referred to. I believe the following
sentence is an incorrect description of Junk E-Mail Folder.

If users work online: The Junk E-mail Filter lists that are available from

if a sender is on a user's Blocked Senders list, mail is moved to the Junk
E-mail folder on the server and is not evaluated by Outlook 2003."


As you can see from Section ¡°Supported account types¡± in the same
article, it clarifies:

The following account types are not supported for Outlook junk e-mail
filtering:

- Microsoft Exchange Server e-mail accounts in Online (MDB) mode
- Third-party MAPI providers


I can confirm based on my test, Junk E-Mail Folder only works when Outlook
2003 is in Cached Exchange Mode. I have routed your feedback to the
appropriate channel. Hopefully, the text will be corrected in the near
future. Thanks for your understanding.

Regarding the Junk E-Mail folder not working, based on my knowledge, we can
try the following steps to troubleshoot the issue.

NOTE Before each step, please ensure Outlook 2003 is in Cached Exchange
Mode.

Step 1: Reset Junk E-Mail Folder Rule.

1. In Junk Mail Options of Outlook 2003, please export any sender list.
2. Start MFCMAPI.exe. (We can down it from:
http://download.microsoft.com/download/4/9/f/49f2ce91-72c5-45f5-9849-401cd9b
86d67/mfcmapi_bin.exe)
3. Click ok
4. Under the Session menu, choose "Logon and Display Stores?(Choose the
profile if prompted)
5. Double Click the Mailbox of the profile that you want to delete the
inbox rules for, and then click Open
6. Expand: Root Container -> Top of information Store
7. Right-click Inbox and select "Open Associated Contents Table"
8. Select "Junk E-mail rule" listed in the Subject colume.
9. Right click selection and choose "Delete item"
10. Uncheck "Delete to Deleted Items" hit OK.
11. Leave "Pass Delete_Hard_Delete" checked and hit OK.
12. Log back in to Outlook and it should recreate. Then test the issue
again.

If the issue persists, please continue with next step.

Step 2: Use Mdbvu32 utility to delete the Junk E-mail folder

If the suggestions above do not resolve the issue, I suggest you use
Mdbvu32.exe to recreate the Junk E-mail folder. This utility is located on
both the Standard Edition and Enterprise Edition of the Exchange Server
CD-ROM in the Support\Utils\I386 folder and can help us remove corrupt
messages and folders in our mailbox. You can also download the tool from
the web link below.
