Outlook 2003 issue with mail bouncing back

One of our employees sent an e-mail to a client that bounced back with the
following error:

"You do not have permission to send to this recipient. For assistance
contact your system administrator. <mail.xxxxxxxxxxxx.com #5.7.1smtp;554
5.7.1 <xxxxxxxxx.com>: Recipient address rejected: Access denied>"

My tech says it's on their end and they say it's on our end so we are at an
impasse.
