I recently got a new PC so I had to reinstall the system. I installed outlook
2004 and SP3 . For some reason i am now unbale to open .doc attachments. I
lookin the Microsoft KB and on this page
http://office.microsoft.com/en-us/ork2003/HA011402971033.aspx it states the
attachments that are blocked. You can see that .doc isn't on the list. And
this page http://office.microsoft.com/en-us/outlook/HP073264181033.aspx
states that Microsoft Office 2003 file types most commonly shared between
people, such as .doc, .xls, and .ppt files, are not blocked.

What's wrong with Outlook? Why is it blocking .doc attachments and how do I
undo this?

Sorry, i guess i was a little vague in describing the problem.
When i click on a .doc attachment in outlook 2003 I get a security warning
that says that the file could contain a virus and that the file needs to be
saved before it can be opened. I used to be able to open attachments without
saving them.

No I haven't. I already tried disabling Norton Antivirus but it doesn't have
any effect.

Try uninstalling Norton completely, clearing temp files, re-booting, and
re-installing Norton WITHOUT the mail scanning function.
You will still be fully protected...
