Outlook 2003 Headers not printing, shrink to fit issue

I have a handful of end users who are suffering from what appears to be the
shrink to fit issue with Office 2003. When they print emails for filing
purposes, the headers from the last email do not show up. After doing
research, I found out that this was a known issue with Microsoft, there was a
hotfix out there, and this hotfix was available by request only. So I did
the logical thing and requested said hotfix from Microsoft only to be told
that the requested hotfix was unavailable. Is this hotfix available anywhere
else other than Microshaft or will upgrading to '07 resolve this issue?
