Outlook 2003 forgets saved password with Windows XP

I have Windows XP Professional, and Outlook 2003, and I have worked on
several computers now where Outlook forgets the stored password. Every time
you send and receive mail, the password dialog box pops up, and no matter how
many times you check "remember password", it never does. You have to type in
the password every single time. I am starting to notice something of a
pattern after working on a couple computers for a business in town: I think
it may only start doing this if you install Windows XP Service Pack 3. Has
anyone else noticed this? There was even a KB article about this behaviour,
but I cannot find it again since they remade the support website. It never
specifically said SP3 was a culprit, but following the article to the letter
didn't fix it on my laptop with XP SP3. My two desktops with XP SP 2 have
never had this problem. They remember the email account password without any
issues. Can anyone tell me if there is a link, because I'm working on a
computer for a customer now and I'm scared to update this computer to XP
SP3...

Can anyone suggest a fix for the ones having problems? I've deleted the
email account and recreated it, deleted the profile and PST files, and
recreated them, and even followed the KB article to delete the registry key
in regedit to try to force it to re-learn whatever it is that makes it
remember passwords. No luck. Help?!
