OUTLOOK 2003 Does not close at Shutdown/Restart

OS: Win XP Pro
When I shutdown or restart, I get the message
that "Outlook is not terminating, end program?" Also,
when I EXIT out of Outlook and then restart it later,
nothing happens for a while; then it starts with a
message that it was "improperly shutdown and it ask a
question "restart in SAFE MODE". It may have something to
do with "BUSINESS CONTACT" mode (which I disabled). There
must be something that is just not right. Please advise.

Are you using any applications that use Outlook data or syncing a PDA? If
so, close the application or uncradle the PDA before closing Outlook.

Thank you for the reply. However, I am not using any
other application. I do get a message on the outlook icon
that "OUTLOOK IS NOT RESPONDING... AND it goes on to say
that I must look somewhere to "disable" server access of
some sort" but the only way to restart outlook again is
to RESTART THE COMPUTER.
