Is there a way to force an attachment to be an icon in the body of a message
rather than showing in the attachment bar at the top of the message in the
header?

By using Rich Text format. You should really only consider using Rich Text
format in an all Exchange and Outlook environment. In pretty much all other
conditions the message will be converted to HTML. Improper conversion can
lead to loss of the attachment.

I have tried to use the Format menu within the message to change the format
to Rich Text (We are an exchange/outlook environment) and it is not there.
There is only HTML or Plain text?
