Outlook 2003 and OWA

When using Outlook 2003 in conjunction with an Exchange 2003 Server, I can create a meeting in a Public Folders Calendar and "Invite Attendees" to the meeting. Upon acceptance, the meeting appears in both the Public Folders Calendar and the individual's private calendar.

However, when attempting to execute this same action through OWA, the "Invite Attendees" option is grayed out. Why is this occuring and what if anything can be done to correct it?
