Outlook 2003 and oft forms

After upgrading several dozen users to Outlook 2003 many requested copies of
the 2 most popular oft forms that they used to use on their shortcut bars,
While You Were Out.oft and Mail.oft. On most machines these forms open
properly but there are a few that will only open them as a new blank message
with the original .oft form added as an attachment. I cannot find any
pattern explaining why those machines will not open these forms like the
other machines do: the "do" and "don't" machines are all running Windows XP,
have the same versions of the Outlook.exe file (11.0.5510), same builds and
updates (11.5608.5703) and using the exact same .oft forms, some from each
groups were upgrades and some were clean installs. The ones that do not open
properly pick up the new clock icon from Outlook.exe and the ones that do
open properly pick up the old document icon from somewhere else, even though
they are all configured to open with the same Outlook.exe.
Please help me figure out why this might be happening?

I have no idea. This is the first report I've seen of this. You might want
to try publishing the forms to see if the published version works better.

I could try that but it would eliminate the convenience of keeping the form
on the desktop or shortcut bar. They could just as easily hit the New
Message icon since Outlook would have to be open. Anything else come to
mind? Hopefully it is just a setting somewhere.
