It seems that when one creates an IMAP account with Outlook 2003, the local
PST it creates to cache the IMAP messages is a 97-2003 (ANSI) format PST.
Did Microsoft goof on this and not think about HTTP and IMAP cache PSTs when
they changes the main PST format to Unicode?
