Outlook 2003 and free Hotmail problem

Things appear to be configured properly, (INCLUDING
userid and password) but whenever
Outlook attempt to get to hotmail I get:


Task 'Hotmail - Sending' reported error
(0x800CCC32) : 'Access to the account was denied. Verify
that your username and password are correct.The server
responded 'Authorization Required'. '

What type of 'Authorization' is required?

The previous SA remark said userid and password. Unless
these are different for access through Outlook, the one's
configured are correct.
