Outlook 2002 Send and Receive

I have a user that has Outlook 2002 running on a Windows XP machine. When
they try to send an email the email just sits in the Outbox until they
either press send/receive myself, open a different folder or perform any
action from the Outlook menu. They are having the same problem receiving
mail...the mail won't come into Outlook until they press send/receive, open
a different folder or perform an action from the Outlook menu.

How do I get Outlook to send and receive email automatically. I have checked
the setting in Tool/Options to make sure that it is checking for mail every
1 minute.
