Outlook 2002 not responding when PST file is added

I am using Oulook 2002 for config my mail from our exchange server, we
connect through VPN to our exchange server, now a days when opening the
outlook to transfer the mails from server inbox to PST inbox the outlook
shows not responding and we have to close the application using Alt+Del+Ctrl.
Again we have to create a new profile to open the mail the same had been
checked with new PST file also. Still the problem exist. Please give me a
wayout from this

Is the pst-file stored on the local client?
