Outlook 2002 folder limit

I have two users with over 400 hundred Outlook folders.
Intermittently messages they send will sit in the drafts folder rather than
moving to sent items or another folder they specify in message options.
The message is sent but Outlook just doesn't put it in the correct folder.
I believe this is a consequence of having so many folders and am encouraging
them to either nest them under a few levels or have less folders.
Is there is a limit on the amount of folders allowed in Outlook and will
users start seeing odd behaviour with this many folders?
This is a mailbox rather than PST.
They aren't sending these messages when using an OST as far as I'm aware.

Although not best practises it should not make a difference.
These messages are all created in the same way and while connected to the
Exchange server?
How big is the mailbox and how many items are there per folder?
Any add-ins installed?
Using Word or Outlook as the e-mail editor?

I'm not sure I would even want to troubleshoot this issue. I think they
would benefit more by changing the way they use Outlook. Think about
archiving, categories, custom views and when you upgrade them to Outlook
2003; Search Folders.
