Outlook 2002 - Background mail retrieval continues even when closed

Running Win XP Pro Sp2, Office XP, Norton AV with email scanning is
installed and active, MSN Messenger. Once Outlook 2002, set for internet
mail only, has been started the first time after booting the computer it
appears to continue to retrieve email from the ISP server as a persistent
background process even if the desktop application is subsequently shut
down. Checking the the Task Manager shows Outlook.exe is running as a
process even though Outlook is not listed as a running application. When
Outlook is opened to view the inbox and read mail it shows up in Task
Manager in both the Application and Process panes.

I seem to recall seeing something about this a while back but now can't
track the reference. Is this an intentional feature by design, a
configuration option I'm just not seeing, or is it a known bug?

Some common reasons why Outlook will not shut down completely when you click
either the X or Exit:

1. PDA synchronization software with your PDA in the cradle.
2. WinFax Pro (especially 10.02 in Outlook 2003) - contact their support
for an alleged fix.
3. Franklin-Covey Plan Plus!
4. COM Add-ins.
5. Mail reminder add-ins that keep a stub of Outlook open in the background
to check for new mail and fire reminders.
6. Anti-virus/firewall programs that are set to scan incoming and outgoing
mail.

account will be deleted without reading.
